Last time I was there about 4-5 years ago for the Moto GP, The parking was really good, But it wasn't a wet year.
There might be a bus from the Airport to the track, But Im unsure of that.

Yeah the only bus to the track (I could find) was from Melbourne CBD to the track and back which wasnt so bad but the times with my flights and stuff didnt work out. Ive reserved a hire car instead. I didnt realise Avalon airport is on the complete opposite of Phillip Island!! lol

I used to go every year until about 3 years ago when it became too boring.
Parking is available at locations nearby to the track, normally in empty farmland. They charge a parking fee around $15 a day. Traffic on the way out is pretty busy as you would expect, but they combine the emergency lane with the regular lane to form double lanes at the end. You could drive to San Remo and catch a shuttle to the track, but I reckon if you have a car take it all the way.
Its probably going to be a big crowd for the last time in a while to say farewell to Casey and it will be bigger again if he is still in with a realistic shot at the championship.
The two best vantage points for the bikes in my opinion are turn one and Siberia. Both allow plenty of sightlines to the action, but turn one is something else to see these bikes hammering over the crest (often with the front wheel just off the deck) at over 300kmh.
Take clothes which cover for all conditions, even when its a 'nice day' at PI its normally windy and seems to rain at the drop of a hat. Remember MotoGP want to move from Spring and go earlier in the year as its too unpredictable in Victoria at this time of year.
Save some cash and go to the World Superbike round which is the last weekend in Feb 2013 as the crowds are less, the action is more and you can get accommodation on the Island at an affordable price.
Enjoy!
